These objectives serve to highlight the information needs in Turkey and emphasize the need to disseminate existing and evolving information resources to public and private organizations and individuals in order to ensure Turkey's economic development in the increasingly competitive global market. These objectives imply the need for a modern electronic network and a supporting information technology infrastructure that would enable information producers, such as SIS, to gather, analyze and prepare high quality data and information in a timely fashion.
Within SIS, there is a stated requirement to both establish a network host, and prepare on-line databases for dissemination to other government organizations and to the public. This will require expanded internal data networks, improved support systems, expanded office automation and other system and operational support developments, including standardized development methods and controls to ensure data confidentiality and security.
The feasibility and cost benefit study was conducted to verify and determine the characteristics of these needs and functional requirements, to establish the parameters for possible solutions, to estimate the costs, and to evaluate benefits that will be realized from implementing the solutions. There were no general assumptions or constraints in conducting the study. The goal was to review as many of the activities of SIS as possible.
