
NATIONAL CIVILIAN POPULATION: Includes all the population except aliens, the residents of schools, dormitories, kindergartens, rest homes for elderly persons, special hospitals, military barracks, and recreation quarters for officers.
CIVILIAN LABOUR FORCE: Comprises the employed and unemployed population described below.
LABOUR FORCE PARTICIPATION RATE: Indicates the ratio of the labour force to the population 12 years of age and over.
PERSONS EMPLOYED : Comprises all the persons 12 years of age and over and included "persons at work " and "not at work" described below.
Persons at work: Persons economically active during the reference period for at least one hour as a regular employee, casual employee, employer, self employed, or unpaid family worker.
Persons not at work: Persons with a job who did not work during the reference period for various reasons but have a job attachment.
The concept of occupation is used in terms of both the job being held and the profession. Every employed person was counted only once with respect to their job. Multiple job holders were counted in the job which consumed the majority of their time during the reference period.
The members of producer cooperatives and unpaid apprentices in training are considered as employed.
Persons working for charity organizations with no payment are not considered as employed.
PERSONS UNDEREMPLOYED: Underemployment in the survey measured in two district groups.
a) Visible Underemployment: Persons who work less than 40 hours because of economic reasons during the reference period and able to work more at their present job or are capable of doing second job.
b) Other: Persons who are not in the above group want to change their present job or are seeking a second job because of an insufficient salary or because of not working in their usual occupation.
UNEMPLOYED: The unemployed comprise all persons 12 years of age and over who were not employed (either worked for profit payment in kind or family gain at any job even for one hour or with any job attachment) during the reference period, who have taken and a specific step (s) to obtain a job during the last six months and were available to start work within 15 days.
Persons who have already found a job or established their own job but were waiting to complete necessary documents to start work and who were available to start work and were available to start a job within 15 days were also and considered as unemployed persons.
UNEMPLOYMENT RATIO: Is the ratio of unemployed persons to the labor force.
PERSONS NOT IN THE LABOUR FORCE: It includes persons not seeking a job but available for work who are neither seeking a job nor available for work and are 12 years of age and over. This group consist of several sub-groups;
Available to start a job but not actively seeking: These are persons not seeking a job but who said they were available to start a job. This sub-group is divided into two sub-groups in terms of the reasons for not seeking employment.
Discouraged workers:These are the persons who are available to start a job but are not seeking a job because of not knowing where to search or who believe no job is available for them in the region.
Other: These are the persons who are not seeking a job because of being seasonal workers, housewives, students, property income earners, retired, disabled and for other reasons.
Seasonal worker: Persons not seeking a job who are not available for work because of being seasonal workers.
Housewives: Persons not seeking a job who are not available for work because of household duties.
Student: Persons not seeking a job who are not available for work because of engagement in studies.
Retired persons: Persons not seeking a job who are not available for work because of being retired.
Having property income: Persons not seeking a job who are not available for work because of having property income.
Disabled old or ill: Persons not seeking a job who are available for work because of being disabled, ill, or elderly.
Family or personal reasons: Persons not seeking a job who are not available for work because of family or personal reasons.
Other: Persons not seeking a job who are not available for work because of other reasons.
REFERENCE PERIOD: The last week of April and October, starting with Monday and ending with Sunday was used as the reference period.
REAL WORKING TIME: Working time of the people that are employed in the reference period.
WAGES: The average daily wages also include premiums, overtime, and severance pay. The gross wages have been calculated from amount subject to insurance deductions.
LABOR UNION: An organization in which workers participate as members and which exists for the purpose of dealing with employers concerning grievances, wages, hours, and conditions of employment.
COLLECTIVE BARGAINING AGREEMENT: A written contract between an employer (or an association of employers) union (s) usually for a definite period of time defining conditions of employment (wages, hours, holidays, etc.), rights of workers and unions, and procedures to be followed in settling disputes or handling issues that arise during the validity of the contract.
