Statistical Projects and Data on Azerbaijan and Central Asian Republics

The Technical Assistance Programs of the State Institute of Statistics for Azerbaijan and Central Asian Republics
 
Providing the economic, social and cultural developments, the basic requirements of market economy and of globalisation extended part of this system, to the government, the public, the private sector and the international institutions with the timely, reliable and comparable statistical data has been one of the priority subjects of the Caucasian and Central Asian Republics when they gained their independence.
 
Recognizing the importance of a strong statistical infrastructure for transition to market economy, the State Institute of Statistics (SIS) aims at assisting the Newly Independent States of Former Soviet Union and the other transition countries in developing a new statistical system that is in conformity with internationally accepted standards and which meets the needs of a market economy.
 
In this frame, several technical assistance programs on bilateral basis to these countries have been implemented by SIS and priority has been given to Caucasian and Central Asian Republics because of the cultural and historical ties between Turkey and those countries.
 
In the direction of the requests of technical assistance from the statistical organizations of Azerbaijan and Central Asian Republics, SIS has prepared 5 separate projects on Strengthening the Statistical Activities for Azerbaijan, Kazakhstan, Kyrgyzstan, Uzbekistan and Turkmenistan in collaboration with the Turkish International Cooperation Agency (TICA). In order to implement these projects, a cooperation protocol between SIS and TICA was signed on May 9, 1994. The projects are still in force. Activities included in the protocol are as follows;
  i) training programs, (courses, seminars, workshops etc.)
  ii) consultancy services,
  iii) provision of equipment,
  iv) publication printing.
 

The activities realized in the context of the Project on Strengthening the Statistical Activities to date are as follows:
 
- 99 SIS experts have visited the related countries in order to carry out the consultancy services.
 
- 142 experts from the relating countries have participated in the seminars, courses, workshops and on-the-job training programs organized at SIS.
 
- In the context of the publication printing, "1994, Statistical Yearbook of Azerbaijan", "75th Anniversary of Azerbaijan" and "Population Census of Turkmenistan, 1995" were designed and printed in international standards at SIS.
 
- The equipment support has been provided to statistical offices of the beneficiary countries.
 
- With the aim of making some revisions on the activities according to the changing priorities, the tripartite review meetings have been realized with the participation of the high level authorities from SIS, TICA and the related statistical offices. In this context, 5 tripartite review meetings were held in Ankara(1995), in Istanbul(1997), in Almaty(1998), in Bishkek(2000) and in Bakü(2003).


Activities realized in 2003 are given below;

- on-the-job training on "Household Labour Force Survey" for Uzbekistan (20-30 January, 2003),
- on-the-job training on "Evaluation of the Results of Agriculture Census in Kyrgyzstan" for Kyrgyzstan (24-27 February, 2003),

- Fifth Tripartite Review Meeting (29-31 May 2003, Bakü)

In the Fifth Tripartite Rewiew Meeting held in Bakü, it was decided that the strengthening the Statistical Activities Projects would be terminated and the cooperation in the field of statistics between SIS and the statistical offices of the relating countries would be continued in the context of the new protocols to be signed on bilateral basis.

In order to be prepared the cooperation protocols, the statistical offices of the relating countries will send detailed information about their requests and priority needs to the SIS.
